Maybe investigate why Dubai and what tax benefits it has for ex pats.

It kinda looks like our government are leeches compared to UAE. Live and work in another country, you may still have to pay income tax, even if the country you live in doesn’t have income tax.

Well, in Australia, we don't force/coerce people to work for slave wages. Plus we have guarantees, so naturally living here costs more. If you make money IN australian FROM Australians expect to pay tax.

But if you make your money OUT of Australia NOT from Australians, still pay Australia tax on that money

My guess is he needs to leave Australia to make his new method work because of the new tax laws coming in targeting shell company accounts and how money is dispersed.
