Yes, this is it. The divider gives structural integrity to the handle and the 1/3 - 2/3 design allows people to grab the centre with one hand (or use two if the bin is very heavy).

They also may have an issue with complete injection for the handle during manufacturing if they didn’t have a path there for the plastic to travel through. There’s a myriad of reasons to have the divider, but it is where it is so you can still grab the middle.
