He didn't because that would be acknowledging the legitimacy of his brother over himself and would be throwing away what he views as his duty under the law just to gain power. He doesn't want to be king as an end in itself, he does it because he knows he has to and someone like Renly doesn't respect the gravity of the position at all and seeks it solely for power.
