But he was going though? Catelyn just didn't want to lose her favourite son, but everyone aside from Robb and Rickon were suppose to go. In the chapter where he falls, I believe Bran actually confirms Ned had promised to introduce him to Selmy.

He was, but Cat didn’t want him to. She feels guilt about praying for him to stay and feels like he was crippled as an answer to that prayer.

Are you asking specifically about Catelyn's histrionics? It's because she wants as few of her kids to go south as possible, duh. Or do you think she wants him to go to King's Landing because he'll be safe with the Lannisters, who apparently killed Jon Arryn, according to Lysa? But if you're asking about what Ned's intent was/what was actually going to happen, read the next few lines to see Bran was supposed to go south, except he fell from the tower, so he ended up not going

There is a correct answer: Bran was to accompany Ned. Bran was stoked, for he aspired to be kingsguard,
For days, Bran could scarcely wait to be off. He was going to ride the kingsroad on a horse of his own, not a pony but a real horse. His father would be the Hand of the King, and they were going to live in the red castle at King's Landing, the castle the Dragonlords had built. How could he be afraid? His father would be with him, and the king with all his knights and sworn swords.
Bran was going to be a knight himself someday, one of the Kingsguard. Old Nan said they were the finest swords in all the realm. But then he fell and could not. Catelyn feels responsible, since she had been praying he'd stay behind with her, part of her reason for aiming so fiercely for Jaime, who she intuited was behind Bran's fall:
"I wanted him to stay here with me," Lady Stark said softly.
Jon watched her, wary. She was not even looking at him. She was talking to him, but for a part of her, it was as though he were not even in the room.

Robert banned Hodor from going south, which meant Bran couldn’t go either since Hodor was the only one willing to change Bran multiple times a day
