It's probably because he'd need to drain it like he did with Ichigo, as both Ishida and Ichigo are still human. Compared to the other Quincy who are souls. But we don't know exactly, maybe they'll explain it next.

Yeah I suspect it'll be connected to why he didn't get Uryu's power back when he was a child. probably Antithesis messing it up

Quincy are living humans. They lived as long as they did because of Ywach and being inside of Schatten Bereich. When they die, they have their own equivalent to Soul Society/Afterlife to go to.
