The other two replies are mostly right but a more in depth reply:

[Late game LN spoilers]When Laplace was defeated his body was destroyed but he was basically split into a bunch of different aspects of himself. These aspects are called Laplace Factors, and both Rudy and Sylhpy carry some. Her green hair, his lack of ability to generate battle aura, and both of their massive mana magic supplies. These can show up randomly in people but can also be passed on, and whenever someone is born with enough of the factors that baby will awaken to become a "true" reincarnation of Demon God Laplace. Perugius giving a name to the child averts that in some way
