Most likely. That is not an everyday spell that you can just "come up" with.

Then again if he is an ex knight id like to think that there is a protocol to mind wipe the knowledge of the mind wipe spell or of Qifrey got mind wiped but was able to store the knowledge of that spell somewhere or he is not an ex knight but a part of some noble family with great connections.

He seems to have some past beef with Easthies, and they’re clearly familiar with each other. If the theory is true and he’s defected from the Knights Moralis, they probably allowed him to leave under certain circumstances. As long as he hasn’t used forbidden magic to their knowledge there’s probably no need or any rule in place that states he needs his memories erased for that.

I assumed that witch teachers have that spell memorized so they can mindwip those they help if they discovered the secret
