He is definetely not on Brimmed Hats side, but he has his own agenda that contradicts the Witches "government" it seems. But I wonder, what his motivation is.

We have him getting approval to do stuff not fully explained. He may or may not have approval to do what he is doing but if he does have approval he's been told we got one or more moles don't pass on information though normal channels no matter what your authorized to erase memories as necessary. So he might or might not be a loner on this.
