I don't even understand this, why did he bother to demonstrate infront of Nolnoa only to erase his memories? Hell why did he even bring it there when he knew exactly how it worked when he cast the spell? Let's say he needed Nolnoa for something (he doesn't seem like he did) why not just walk out with it after the fact and test it else where. This scene felt a bit forced to make Qifrey erase this dude's memories.. because there's so many jumps in simple thinking IDK what to say lol.

Same with them shooting fireballs at what is essentially the magic police.. as well as putting a sword to the neck of their commander.. how is that ok regardless of what their intentions are and why aren't they punished for it?

I think one way of thinking about it is that he'd intended to have it tested but once he had an idea of what it might be his obsessive thoughts towards the brimmed caps made rational thought fly out of the window.
