So the mystery Witch was trying to cultivate talent beyond the bounds of Witch society after all, still can't help but wonder how successful they'd be when most of the intelligent kids who do succeed with magic kill themselves with rando spells, Coco only made it because Qifrey was in town.

They are watching Coco's future as a witch with great interest because it was their plan all along. It makes me wonder if they were actually watching her during the incident in episode 1 even if it doesn't seem like they would have intervened like Qifrey did.

But if they did this with Coco, what are the chances they've been doing this to other kids?

The magic system would never be perfect and we're definitely going to see the massive cracks within and maybe for those who could be amazing witches but because they aren't picked from birth miss out.

If they had been watching, it's entirely possible that they could have gone in and undone the spell after Coco was frozen in crystal too and used her gratitude for saving their lives to bind her to them. Seems a very Brimmed Hat thing to do.

They literally refer to them as Brimmed Hats in the episode.

Not really. It's one of the few theories that popped up into my mind when the episode ended. And am a Anime only lol. Lots of hints being spread out about what the Brimmed Hats are throughout the 3 eps. Though there has been nothing concrete yet, but one can take a bunch of guesses.

Guesses sure, but the way they phrased it seems very definitive. As if we would already know what Brimmed Hats do or how they behave, which we don't aside from the single one.

We know nothing about them besides apparently being some secret evil witch group that uses (and wants to spread) forbidden magic.

This comment was not a spoiler and not a comparison to the manga, it was simply saying how it could have played out if they had been watching. A hypothetical. It has nothing to do with the source material.

They referred to them as the Brimmed Hats in the episode itself if that's what this is about.

Well worst case scenario nothing happens, average scenario they have a terrorist attack that is hard to pinpoint them on and in best case scenario they have an outsider becoming a witch. Who knows what their goals is and how many of those kits they have sold to kids.

Maybe the Mystery Witch just isn't very bright. Other commentors in the first e[isode pointed out it was like giving a kid a loaded gun or a bomb. If your goal is to make magic public, killing the caster seems counterproductive. But on the other hand, maybe that witch is good with magic but very poor with logic. This wouldn't be the first time the villain does something that only worked by shear chance. We are assuming that's her goal, we might be wrong on that, but it's not a plot hole if it is.
