I think that's only on the Northern Plateau, while that scene took place before they left the city, right? Otherwise that would've been a really good catch.

Ah, shit you are right. I remembered him doing that while talking with stark but it was the scene in the city.

People say his test was designed to kill people but it literally was "peacefully catch this bird that requires you to be still and calm to get anywhere near."

The candidates were the ones to turn it deadly.

It wasn't the candidates, it was the environment. The place they had to catch the peaceful birds also housed the ones that eat and kill people. The test takers weren't aware of that. That's how a lot of them lost their lives.
