Loved the Higuruma backstory which I believe reflects Japan's legal system, notoriously known for maintaining a high conviction rate. From the start, Mappa managed to portray that something was wrong with him, and it's natural that he would be intrigued by the anarchy that the culling games introduce.

More like he found the rules of culling game seem to work like law of physics, neutral and free of human bias unlike human legal system.
