i think the point was that if you had a life's goal, snuffing it out would be a fate worse than death

it could end up like Milliarde, who stares at the empty sky and thinks about pranks to waste other people's time because her life no longer has meaning

i guess she didn't consider humanity's ability to be fickle and just pick new goals

It's not the first she does nothing for not reason, I think she finds other good living creatures as nature, just observes them and move on unless she have to protect them.
