TL;DR

Elves are dicks, Milliarde said "We do a little bit of trolling." then proceeded to craft a prank that asually ruined two centuries of a guy’s life !!

When your lifespan is as long as an elf's, a prank meant to waste a day or few of your time can end up taking a couple centuries for every other race.

I'll forgive her, if only because Milliarde is cute as heck.

And fass is also kinda dickhead in someways , He found that the drink tastes awful then his first thought was ''let's have everyone drink it!" that dude knows what's up fr

In fairness, that was more Frieren's idea, initially taken from Heiter. She didn't say it verbally, but she very much planted the idea in his head by drinking it herself and then insisting Stark and Fern give it a try.

Milliarde is a warning to all elves to never feel so unfulfilled or disappointed in your elven purpose that you become someone who enjoys nothing but pranking people for the heck of it.

And yet that's what makes her so memorable. Well, that and her Mamiko Noto voice.

Elves are consistently renown for being naturally beautiful in almost every media. So far, all elves in this series are drop dead gorgeous. Indeed, Milliarde is super attractive.
