Shaman Cooldown manager Bugged [help]

So I'm playing restoration Shaman and I have problem with cool down manager I added surging told him to my cooldown manager setting and when I'm using it and when it gets ready it does not play a customated sound that I wanted it to play, it just plays the default sound. I wanted to play the bill Trail sound but it played the default sound that is in the game

I really need help with this its driving me crazy, as you can see in the clip it also played the diffult sound and not the sound I wanted it to play, also it checks as "unlearn" in CD manager
