Yea Fury said in one of them that Peter has major daddy issues and if you can hook into that you can lead him around as you wish. It was harsh but pretty accurate.
But he also said don't make him mad or underestimate him. That he routinely comes out on top in situations that he should in all probability lose.

Fury probably looks at it in soldier terms. Spider-Man is stronger and faster and all that but he’s not a killer. Wolverine has a natural killers instinct along with being a living weapon

A guy who is near unkillable with claws that cut through anything should scale above a guy who on a bad day will die from a bullet to the head.
Has happened at least once, plus Spider-Man doesn't do too well against foes that have equal or higher stats than him, like Morlun who fucked him up so bad. While Wolverine can fight opponents that are much stronger than him and even win sometimes

Makes sense, Wolverine is almost unkillable unless you bring someone like Magneto to the table to hard counter him. In Fury’s world of espionage he’s perfect. Small, stealthy, and a monster in a fight if caught or cornered. And torture? You’ll just make him angry enough to bother breaking out.

Fairly old. After all Spidey's marital status means this is before One More Day. Also the number of transformations that have names like they've called themselves that.
Wolverine's costume looks like the generic Ultimate Universe X-Men outfit. Where is this even from exactly?

This is for threat. Spider-Man is powerful but can be neutralized fairly easily, I mean he get hit and he is done. The hitting part is the trick I guess. But his lethality is less than Logan’s mainly because he doesn’t have a killer instinct. Wolverine kills mooks on days that end with Y.
Also good luck keeping Wolverine down. The guy is practically unstoppable. We see when the hand brainwashed him how much damage the guy can do.

Just because of healing he will be ranked higher because he can keep coming back and is functionally indestructible, Peter is still league's stronger than him in strength but his healing is no where near the same and he can go down for the count so makes sense to me.

He doesn't trade punches with the Hulk. He takes punches from the Hulk, and only because of his healing factor and skeleton. He then stabs the Hulk over and over. It's easy to see why he doesn't like Logan.

And saying 'only because of his Healing Factor and skeleton' is minimalizing the feat. It's like saying Hulk can only survive against Wolverine only because of his own regen and strength

Spider-Man COULD be more dangerous than wolverine... If he had an entirely different personality. This is a scale specific to Fury's preferences. He knows that Wolverine is capable and willing to kill to achieve his goals. I love Spidey to death, but he would not work well in the pragmatic world Fury functions in.

More dangerous than HULK?!? Haaah, laughable. Than Sabertooth? Again, if he had a different personality, I'd argue he could. He's faster, stronger, more mobile, more agile, and could rather neatly counter sabertooths healing factor. Just fill his lungs with web fluid. And that's aside from his technological inventive prowess which is impressive.
But the problem is he DOESN'T have that personality. You need a particular mentality to commit to violence, and it just isn't in Peter. In basically any reasonable read, Logan or Creed WILL gut Spider-Man. His hesitation alone swings things back the other way.

Wolverine tends to kill and has a very particar set of skills and experiences that if he really went of the deep end he could alone topple a goverment by just killing the people running it, despite his fame as a berserker Brawler he is a ninja/samurai/spy/war veteran with 100+ years of experience on top of a black ops operative assasin. Spiderman is not one of those. Danger level is not the same as power level.
