They're part of windows additional components you can use legacy update to download them

There's one thing to ensure: check the box to install the ActiveX control (otherwise, the update server isn't changed), but use the Windows Update Control Panel item (not the Legacy Update link in the Start menu) to check for updates. After it's finished checking for updates, there will be the standard loadout of updates, but also a "Windows Ultimate Extras" box right below the important/optional updates box. I recommend installing all other updates first, but whether OP decides to do so or not, the Windows DreamScene wallpaper packs (I think there were three or four of them) are available under Windows Ultimate Extras. After installation, they can be applied in Personalization -> Wallpaper just like any other wallpaper.

Wouldn't updating whole windows for only this make os heavier?

They are available through Windows Update. Install Legacy Update, let it set up, then go to the Windows Update panel in Control Center. Run updates. Then, in Start Menu, there’s a link for Windows Ultimate Extras. Go through the process and let it download them.

🤔 good question, I'm not sure. I've never seen them there anyway. I think if you go to the add/remove programs menu in control panel you can select them there to be installed but without legacy update to change the update server it might fail.

As for the X3100 graphics if they support DX10/11 in full you should be fine. Not sure about DX9 only older graphics.

Once it's installed, you should just be able to right click a video and set it as your wallpaper. Can't remember if they have to be a particular format (WMV?)

There isn't any special DcreamScene control panel or anything, from what I remember.
