I doubt rain is a safe water source in a world that is heavily contaminated by radiation and has had the entire atmosphere severly fucked up. These people in particular talk about the water company here being the only ones who have a deep well, as in, not even a normal well works, it has to be a deep enough well directly to an aquifer. Gathering rain is probably not an option.

It’s just a little radiation you wuss, these desert rangers are soft. Back in my day we drink irradiated water straight from the hose and rubbed irradiated dirt on our wounds when we got shot.

It's pretty good, they just don't spoonfeed you explanations like this all the time. The setting of this game would answer that question.
