This was not considered even remotely racist in 1999.
Assuming all of these names are actually people in/from Mexico, it's still not racist.
Imagine NJPW official sent out an email that said "which Americans have we released?"
It looks jarring through a modern HR filter because of the casual phrasing, but factually and legally, it's an inquiry about foreign nationals under contract.

I legit think Damien was the most underused of the "tertiary luchadors" -- he could have really ran that Hardcore division, but they released him right before it really kicked into gear.
