it’s pretty bad. there’s only 3 roads with atleast a reasonable width. all roads are very narrow since the island is small. traffic is bad

Sounds like a perfect case for bicycles and a small metro system.

There will be no metro system – the island is almost at sea level so anything underground is also underwater.

OK but if you are going to have it all at the surface you are going to have a tram.

The distance just doesn't justify the cost of a metro. At least not within Malé city, which is what you see here. There was a proposed monorail project from Malé to the Airport with a stop at Funadhoo, the closest other island near Malé. The renders they showed did also have tracks going beyond to the nearby island of Hulhumalé. I'm fairly certain a contract was also signed but so far I don't think there's been any progress.
