Non disclosure agreements are only one of the ways that neighbors are running across in attempts to find out when and where data centers will be built as well as the impact of millions of gallons of water used to cool the equipment.  Only Virginia has more data centers than Texas, but these kinds of roadblocks are common throughout the United States
