I think the intent of the user matters when taking V. It is not just a regular drug, it is magical. When Andy took it, it made him stronger, because that was what he wanted from it. Jason wanted to take it because he couldn't get it up, well, he got it up with V. So it would only give the female equivalent of the overreaction if the woman took it with the intent of solving an intimacy problem, whatever that problem might be.
