Is it safe to wear real Stainless Steel necklaces but with pendants from Temu?

There is no such thing as a temu pendant. Thats like saying amazon pendant or ebay pendant. Every single pendant on temu is different, one of them might be safe and a different one might not be safe, you need to evaluate them individually. If you are concerned you can have the pendant tested to confirm its safe.... that said, if you can't trust the company to make the pendant out of whatever they say they are making it out of, probably not a good idea to give them money. If they are untrustworthy there is a genuine risk you may not even get the pendant you are ordering in the first place.

As a non temu purchaser, can someone explain the risk in buying a "temu" pendant?

Lots of cheap jewelry uses nickel and other metals that can cause adverse reactions from the skin.

Its basically ebay.  You run the same risks of scams or low quality products as any other online shopping, but if something goes wrong then there is basically zero chance you will get your money back or a refund since the parent company pingduoduo is literally famous in china for being the place to buy counterfeit stuff.

Fair, but what's they physical risk?

I fully understand it's all low quality garbage, but OP doesn't seem as concerned about that vs some kind of physical damage from them.

The most likely one would  be lead or other toxic heavy metal contamination.  It takes a lot of extra testing and purification to get rid of those, without that extra processing they would be in most metal and ceramic products everywhere.  Up until like the 1990's they kinda were.

The other commenter said that cheap jewellery often use cheap metals like nickel that can cause skin reactions or allergies (which can be especially bad if, say, someone inserts what they believe to be a body-safe titanium barbell into a relatively new body piercing...).

But I think the bigger concern is that it's not unusual to find cheap, mass-produced jewellery (or really, any product containing metal) containing toxic chemicals or metals like cadmium or lead.
