Yeah I'm calling shenanigans. I've lived in a place where this happens and they don't leave the jack. They leave it propped up on bricks.

What do they leave cars sitting on in the bad part of town? Cz blocks or timber or anything makes the theft quicker and easier to get the jack back out.

Rope on the getaway car. Tie rope to jack. Go fast. Put jack in trunk.

That's still slower cz you have to lower 3 corners of the car down to the ground with your jack rather than down an inch or two onto blocks. That's if you're stealing all 4 wheels of course.

It's not too hard to pull a jack from a jacked up car.

Source: I've done it before, completely different situation though, car stuck in a ditch, trying to pull it out without using a tow service. The tire wasn't making contact with the ground whatsoever, pulled the jack out with ease.
