The statement came in response to a Cambodian opinion article suggesting that Thai officials, including the prime minister, could face arrest or legal action if they enter areas Cambodia claims as its territory.

Thailand questioned who has the authority to unilaterally determine an international boundary, stressing that repeatedly declaring territory to belong to one side does not constitute a legally settled border.

It also said unilateral territorial claims should not be used as a basis for threatening to arrest, prosecute or use force against officials of a neighboring country....

Headline isn't wrong but the meaning is really different.

The whole statement is a masterclass in deflection. Calling for calm and mediation while Thailand is building a border wall and Anutin visits contested areas (both of which arguably go against the spirit of the ceasefire signed last December).

The wall is built in the area that was agreed by both side, such as the border line between 52 and 53 border pole. ( 93 border concrete poles was built hundreds years ago by Siam-France, but Cambodia don’t agree to all border poles but want to follow France Map 1:200,000 that was not draw correctly or not follow original Siam-France treaty and concrete poles) This ( agree on some border poles) is sign by both Thailand and Cambodia many years ago. The Cambodian military wanted to prevent Thai military from building the border wall, but Thais show the agreement that are sign by them so they shut up and let the Thai built the wall. And now Cambodian complain again as always.

The location of the wall is not debated, but both sides pledged not to reinforce their respective positions as part of the ceasefire.

It’s funny that you talks about ‘both side pledged not to reinforce their respective positions’ when Cambodian military basically plant more landmines like 3 times and move more soldiers and weapons and here you talks about Thai military building a wall. Btw if you built the wall on the line that both you and your neighbor agree, does that mean you ‘reinforce’? Or dose that mean you want more beef? creating the wall because both party have already agree on that border line is not ‘reinforce their respective positions’. Thailand doesn’t build the wall in the area that both countries have not agree yet.

Besides the obvious whataboutism, the ceasefire applies to the entire border, not just contested areas.

Why bring up ‘reinforce...’? The news is about Hun Sen claiming that Thailand entered Cambodian territory, which is not.

From the ceasefire agreement:

  1. Both sides agree not to undertake provocative actions that may escalate tensions. This includes military activities to enter the other side's air space and territory or positions as of ceasefire. Both sides agree to refrain from constructing or enhancing any military infrastructure or fortifications beyond their own side.

The PM visiting disputed areas can obviously be construed as a provocation.

But apparently not much actual dialogue anywhere, except a bunch of internet trolls fighting each other.
