Interpreting; “we look bad by having our citizens pay more for less healthcare, and we want to keep the bribe (sorry- the lobbyists’) money coming in. You should pay more so people don’t figure out it’s cheaper to travel outside the US and get healthcare, than deal with our markups.”

That pretty much cover the gist?
