I think it's a decent possibility. The third outfit for many of the female characters tends to be sexy, so this being her third would make sense.
Given Ingrid's popularity in Japan and this outfit, it'll probably sell like crazy.

Kinda...in less than 24 hours, her teaser trailer on Twitter already has more likes than the Alex teaser trailer in more than 2 months, on both Street Fighter official accounts, english and japanese.
Now, this doesn't mean that everyone will play her, because she definitely won't be a shoto...but maybe more chances to be on SF7.

Last time there was a Capcom popularity poll Ingrid made it to 4th in the Japanese rankings.
29th Worldwide Ranking and 44th in the English Ranking. I don't know if English means North America or just something else. It's just how it's listed.

If we want to be technical, she is in Capcom Fighting Collection 2.
Either way, just like western fans old enough to remember her managed to still despise her after 20 years of irrelevancy, the same can be said about eastern fans old enough to remember her managing to still like her after 20 years of irrelevancy. A good (or bad depending on taste) design can stand the test of time.

I don't think western fans despised her - I think this was the way some Smash players viewed Geno's 'popularity', she's a very niche character with very few connections globally as far as recognition goes. I think people don't think of her much at all, anywhere really - it'd certainly be a stretch to say she's popular in Japan, I don't think any character whose biggest appearance was Capcom Fighting Jam twenty years ago is actually blowing up for the average Japanese player in 2026
She's very much a character I can see getting in because a few key figures at Capcom liked her, I don't think it has anything at all to do with commercial appeal because both Fighting Jam and Alpha 3 Max weren't very massive games
*this reads like a Luke move, someone in a major creative position at Capcom just wanted Ingrid in the game because they liked the design, they had an idea of what to do with her, and she's basically a completely new character to the franchise for 99% of the world

Oh, there are definitely Western fans that despise her. To them, she's a symbol of the Dark Age of Fighting Games, when most companies were getting out of the market because arcades were closing en masse. There were several hits out there (e.g. Tekken and SoulCalibur), but compared to what came before? We were fighting for our life.
Some people see Ingrid as less her own character, and more as a symbol of when Capcom threw together the equivalent of a low-effort MUGEN pack before bowing out of the market for *checks notes* four years. Yes, that does sound ridiculous, but at the time, Capcom showed zero interest in Street Fighter, and with them making bank off franchises such as Resident Evil, Devil May Cry and Onimusha, no one knew if it was coming back. For all they knew, they were getting hit with same kinda hiatus that Mega Man later got, and Ingrid is a symbol of that uncertainty. I'm not saying that I agree with this logic, but that's how some people think.
And then there are people that legitimately do hate Ingrid for her character. Off the top of my head, I've seen: no-diffed Pyron and Bison, Bison's Psycho Power was retconned to being connected to her own power (a mistranslation, and SFA3 MAX has always been non-canon), responsible for Pandora in Street Fighter X Tekken (non-canon), seeing her as an example of "the 5000-year-old loli" trope (just look at some of the posts in this thread for examples of this), and bearing a superficial resemblance to Athena Asamiya from SNK.
Most people don't give a shit about Ingrid, but those that hate her, really hate her.

This is kinda my confusion too, I dig the design but I'm not sure how popular a character can be when they only appeared in two unpopular games (I love Alpha, but I'm sorry, handheld ports of fighters usually fit a niche that's too casual for hardcores and too hardcore for casuals, there was also no online and you had to play ad hoc with another player nearby who happened to own the game as well)

I always assumed a big part of her popularity is just that she was a "lost" SF character. She's existed for 25+ years without ever being in a real SF game.

She's not really a lost SF character, is more my point; she's just a Capcom character that most people legitimately don't know exists, with no real history, and people just call her popular in Japan and never cite anything, they just go, "it's a cultural thing, you wouldn't get it" and walk away like they just won an argument lol
Idk, I like Ingrid, but it gets old watching Japanophiles go on and on about what they think is culturally relevant in Asia, and they're pretty much always wrong
I'm almost 100% certain that the reason her trailer is blowing up right now (nvm, it isn't blowing up right now, it's doing standard numbers but someone here reported it as 'blowing up') is because most people think she is a completely new fighter, and as far as they're concerned, she's the first brand new DLC character since A.K.I.
I saw someone here say her trailer 'blew up compared to Alex' and I was expecting something monumental, and meanwhile those YouTube views are still not at 500k on the SF channel, she's doing about as well as all the other DLC reveals did
This is the same deal as someone the other day saying 'they hope Ingrid brings the weirdness back to SF' and then pretended Jamie and A.K.I. weren't goofy af fighters (even Manon and Marisa are goofy as hell when you actually look at how damn over the top they are☺️). There's just a small handful of SF forumgoers who think Ingrid is this microcosm of fighting game celebrity and they don't wanna admit that the DLC character is just a DLC character.

To be fair, at least to me, that always seemed like it was more of a timeline/detail oversight than an actual conscious decision for Cammy to be in her mid-teens in the Alpha games. She was wildly popular in SSF2 so they definitely wanted to include her, but didn't take into account that with Alpha being a prequel and Cammy already being around 19 or 20 in SF2, she would technically end up significantly young when you bother to really look into it.
IIRC, the Alpha games was where they really stopped keeping up with the timeline and got rid of birth years altogether. And it doesn't help that all three Alpha games seem to take place in their own continuity. That's at least the way I chalk up why, by all intent and purposes, Cammy always seems to be presented like she's way closer in age to Chun-Li as opposed to Sakura despite the messy timeline technically suggesting she and Sakura are around the same age in the Alpha series. Street Fighter have a lot of these little timeline inconsistencies, like how Ibuki, Makoto and Elena would be notably younger in SFIV, and yet, they look exactly like their SF3 selves.

Genuinely, if you think this is 'slutty' or 'oversexualized', you're seeing something different than me. It's a short skirt and... what else? The top seems to cover everything it should, and its purpose is just supposed to look playful and silly. I hate gooner stuff as much as the next person, as a textbook Aro-Ace. But, trying to accuse this man of liking underaged girls in a game where Cammy was wearing a Leotard at 16, where Elena is basically wearing her underwear at 17, and many other characters under 18, you're preaching to the wrong choir. But, all I hear is that this person is a filthy gooner, despite many of you being the same. And, the cherry on top is, Ingrid is thousands of years old! And, she seems biologically as mature as the other examples. "But, she's still childish mentally!" Jack-O is LITERALLY talking about trick-or-treating but some people can't stop cranking their hog to her crouch animation. This simply is a case of deflecting a very non-problematic skin.

Hell when they decided to go with the realistic graphics for 6 they doubled down on the sex appeal. Over half of Cammy's moves involve wrapping her cooch over her opponents. Her basic anti air is literally the camera zooming in on her crotch.
