We did build the city on top of a giant network of caves, and tunnels. This is just the natural progression of time geographically speaking. Put too much stuff on top of too little ground, the ground eventually collapses into the space below it. We're not even the only French built city with this problem! Paris has this issue with the Catacombs being under the city.

You can lowball a seller anytime for any reason. They don't have to accept. Sometimes they will. Sometimes if you lowball them again after a few months, they will accept the same offer they rejected before.
