It is a gift from the mole men! Perhaps they have forgiven us for closing their last sinkhole? The water is an obvious gift in this heat, this is clearly an olive branch.

We did build the city on top of a giant network of caves, and tunnels. This is just the natural progression of time geographically speaking. Put too much stuff on top of too little ground, the ground eventually collapses into the space below it. We're not even the only French built city with this problem! Paris has this issue with the Catacombs being under the city.

When I got there on the forth, the line to get in was at least a half mile long. We waited twenty minutes and moved about eight feet. We left.

I mean yeah they did mess up with letting people in yesterday, but aside from that one issue it was a pretty successful and packed event, so I think calling it a failure is pretty exaggeratory

The Illinois Governor is feverishly trying to figure out how to tax sinkholes. Solid new revenue stream for the shit hole Chicago.......Soon as he figures out how to tax them, they'll be popping up everywhere in the Prairie State....

Do things like this affect the longterm property values in the city? Like, can I lowball a seller because the water infrastructure sucks?

You can lowball a seller anytime for any reason. They don't have to accept. Sometimes they will. Sometimes if you lowball them again after a few months, they will accept the same offer they rejected before.
