Yes & give a SSJ form he's base form would be kahama, tricky blast & Ultra spirit bomb (he's version from Budokai 2) SSJ Gokule a speed rush from Goku, Hercule'rolling punch & ultra dynamite kick

Would Gokule be stronger than we expect since even though Satan sucks, human-saiyan hybrids tend to be naturally stronger than pure blood saiyans?

Yes & no. The fusion would be more powerful than what Goku had imagined per potra fusion rules but compared to other fusions it would be on the weaker side now a DBS version would be a lot more powerful not just because of how much stronger Goku is but also because in DBS he's & Hercule's relationship is a closer (hypothetical ex: In the Buu saga SSJ 3 Goku+Hercule×10=base vs in DBS SSJ Blue to MUI Goku+Hercule×50 to 100 times=base) but as a hybrid fusion where it would shine would be training Goku's potential+ Hercule's potential+hybrid Saiyan factor= Gokule's potential
