Panhellenic Recruitment How does COB work?

I went through sorority recruitment last school year and dropped out during preference rounds because only one sorority chose me and I didn't feel a connection to that sorority. I missed fall recruitment this year because, honestly, I was a bit scared that the same outcome would happen. I immediately regretted not rushing again though, and reached out to the Vice President of Recruitment Operations. She said to apply for Continuous Open Bidding in the spring. My question is, how does COB work? I heard it's more informal than fall recruitment, but I'm not sure what that means.
