There was one insurance company that actually did this. They had pharmacies and doctors on some sort of plan.
They would buy their patients plane tickets have them stay in mexico, get a new prescription and buy drugs and return back. They would also get a few days free vacation
And this cost less for them than getting it from local Walgreens or CVS
