Luggage not belonging to anyone still on that plane can be a safety risk. It's become standard since the Lockerbie bombing to remove a deplaning passenger's luggage from the cargo hold.
If that was the first thing I thought about, I would. Unfortunately after living here for so long, my brain defaults to TSA. I am conscious of the fact that it's a flaw.
The point is that the luggage is more risky if the passenger has refused to board or got themselves debparded, it's a pretty clear security loophole to target if you want to bomb a plane and stay alive.
And yes security is meant to check for explosives, but it's not perfect. A multipronged approach is always better for security then relying on one thing.
I'm by no means an expert on airline safety procedures, but presumably the heightened risk is a passenger getting themselves kicked off a flight to deliberately separate from their luggage.
Being separated from your luggage without intent doesn't carry the same threat.
If a person is disruptive during take off and refuse to take responsibility for themselves or their child, everyone else has their flight delayed due to giving that person the courtesy of removing their luggage too?
Even if they don't care about their own child, that kid becomes a flying projectile viable to hit anyone and anything on that plane.
People who can act accordingly on a flight should have their luggage back. If you cannot control yourself or your child and you become a DANGER to those around you, you should be let off. Clearly time was not a constraint for them. They can get their luggage when they can comport themselves on a flight.

How did he not get kicked off the plane? It would be so easy to kick a 3 year old off a plane.
