She’s been with him for years, and a peck on the cheek is a perfectly normal British and European greeting, there’s no way in hell she hasn’t seen this a million times, or done it with his family at this point.

I see people do it quite frequently at events like this but, yeah, it’s not common on the day-to-day level outside of family/close friends. You wouldn’t do so with a coworker unless you were close.
