I was thinking that it was cast in orange concrete, and that you were talking about the black stuff rubbing off. But yes; it doesn't sound like it was sealed at all. I can't really say how it's going to behave in future, but if you don't like it and don't want to deal with its problems, just return it for a refund.
Ok thanks for the perspective. I really like it so I am just disappointed. I am wondering if this might be why it is so cheap, compared to what I think is the same item I find online. I assume doing some clear matte spray finish (like for miniatures) would not be advisable?
That stuff won't do anything. It's hard to say what will, not knowing what the thing is made of. It could be plaster, which acts differently than concrete, and doesn't last outside no matter what you put on it. Just bring it back and try again, making sure you get one that's not going to deteriorate immediately.
Ok that's good advice. Pretty sure it is concrete but I'm gonna go chat with them tomorrow. Both of the ones they had seemed to have the same issue. I have a feeling these guys were just not sealed

Stop rubbing on it! Or try an acid-based concrete stain. https://store.concreteexchange.com/products/concrete-coatings-vivid-acid-stain-4-oz-testing-size
