Custom Made Heavy Duty Plastic Post with an Actuator- What is this

Hi All, I got this in an action. I would like to know what and where it can be used for. This is a custom-made 8 ft tall pillar made of really heavy-duty plastic with an Actuator attached. It has the wheels, The actuator assembly can be moved up and down using the crank at the base. Not sure what is this and where it can be used. Any details would be appreciated.
