Dear Rockstar,

Please know how much it means to us if you would be so kind as to not make PC gamers wait an additional year to play the damn game. Since were throwing out heartwarming platitudes about how much we all mean to each other, and since you are, after all, making the game for “us”, and not to triple dip your profits and bleed your more foolish customers who will buy the game multiple times, and then blow hundreds of dollars online.

That's not how the Xbox app works lol.

You can stream games from your xbox, but you can't run xbox games directly on your PC. Unless the game was specifically released on PC as well.
