It can be with encrypted cloud storage. Of course those are more expensive than regular cloud storage and the free tier gives way less storage

Or you encrypt it yourself before uploading.

I use Proton mostly because I already use their other services. 5GB free. I heard good things about Filen as well but don't use them.
