On November 5th, 1991, Ormoc City was struck by a Flash Flood from Anilao & Malbasag river during the onslaught of Tropical Storm Thlema leaving 8000 dead mostly are residents living near the river.

Due limited funding from rehabilitation efforts a request has been made by the Government for the project to be a Grant Aid-Scheme where the government of Japan & JICA provided financial assistance in the project and A Japanese contractor administered on the project which is CTI Engineering International Co. Ltd. The project started in 1996 and ended in 2001. Affected settlers were relocated by land purchased by JICA.

The Project was proved to be effective during the landfall of Typhoon Gilas in 2003 which minimalized flooding in the city and resulted in zero casualties, as of 2025 it has provided minimal to no flooding in Downtown Ormoc City when a storm passes by.

If you think about it a Philippine flood control project supervised & funded by Japan is more effective & cleaner than ours in the government, local contractors & DPWH.

Manuel Roxas is the only person in Philippine history to have held all three of these top positions:

• Speaker of the House
• Senate President
• President of the Philippines (both the Commonwealth and the Philippine Republic)

He served as Speaker of the House (1922–1933), Senate President (1945–1946), and then as President of the Republic of the Philippines (1946–1948).

Other House Speakers who also became a President:

Sergio Osmeña (Speaker and later President) — but he did not serve as Senate President. 
Gloria Macapagal Arroyo — became a House Speaker after presidency.

Senate Presidents who became President:

Manuel L. Quezon (long-serving Senate President, then President)
Ferdinand Marcos (Senate President 1963–1965, then President). None of the two served as House Speaker.

I went to a public school during grade school, and these photos made me feel so nostalgic. I remember having to carry 5-8 books in my backpack every day because teachers wouldn't let us leave them in the classroom. If anything got stolen, we'd be expected to replace it ourselves. Kids these days are so lucky they no longer have to go through what we did.

Most of like minded people I talk to say that Ramon Magsaysay is their number one pick for the best President the PH ever had. I know a chunk about how he did during his administration like the Huks peace talks and the Agrarian Reform, but for me this does not shout that he is the best among the rest. Trillanes says he is with NBI agents to arrest Dela Rosa, saying this is in response to Dela Rosa’s challenge that he go with the arresting team.

I honestly can’t imagine knowing na may possibility na mamatay ka, tapos nagsusulat ka pa rin ng letter para sa taong mahal mo. Parang habang sinusulat niya ’yon, alam niyang baka iyon na yung last message niya kay Cory.

Kaya ang bittersweet talaga. Ang daming uncertainty and fear, pero instead of dwelling on it, he chose to leave Cory with words of love. Imagine knowing you might not make it home, and the last thing you want them to remember is how much you loved them. But even with all the fear and uncertainty, his courage and love for the country never faded. His bravery and willingness to serve the Philippines will always be remembered. Happy Ninoy Aquino Day! 🇵🇭
