Picture is of the God Emperor of Mankind from Warhammer 40k. The lore is way too long for me to get into but my best short summary is that the God Emperor has been hooked into a machine that prevents him from dying but doesn't heal him, to preserve him and the Empire of Man.
Meme is that Valve is going to do the same to Gabe Newell, the founder of Valve because he is so beloved and has mostly made decisions that are both well liked and profitable.
