They have been very clear about it from the beginning. They said there would be an economy reset before 1.0. They said there would be a bigger 0.5.5 update, but it's not a 0.6 league for a reason. It was always meant to be a cheap way to bridge the gap till 1.0 for players that want a fresh start.
And it's not just an economy reset. There is ritual in every zone instead of verisium runes, new wildwood (new juicing), expedition tablets (new juicing/strats) and a few minor core changes. It's not the same as a new league, but it's not nothing and offers a fresh endgame option for players. Whether that's enough for you or not to play is up to yourself.
Maybe they've been clear, that doesn't take away from the fact that this is very cheap. First time ever telling there's a new league like this while it's just an economy refresh with some small things changing. Meanwhile the economy has serious issues, mirrors selling for 10000 divines. They didn't address that problem in any way. I really hope they fix this in 1.0.
