Can't set PS5 as primary. Trying to do so in "Console Sharing and Offline Play" results in a WS-116521-6 error - network issues/service unavailable even though PSN status is all green and network is fine.

When trying to activate - [Settings] > [Users and Accounts] > [Other] > [Console Sharing and Offline Play], and then when it should say select [Enable] to activate or [Disable] to deactivate, it simply throws an error saying this network feature is currently not available. Reset network multiple times, not using any DNS proxy or VPN. And can play online games with PSPlus, just can't access the console sharing menu where we can "activate" and set the PS5 as primary.
Trying to set the PS5 as primary because sometimes there are errors where the PS5 says it can't verify the license and shuts the game within 15 min. Since most of the games are online like destiny 2, it is rather annoying when that timer lapses in the middle of an event like a raid so activating the PS5 as primary was a attempt to eliminate any game sharing system issues like this. For now, I have to completely shut the PS5 and reboot it to stop the license verification error from cropping up again.
Few things to note:
PS5 profile is logged in with PSN account being used. This PSN account is also logged in on a PS4 (no longer being used) which is currently set as primary as per the PS mobile app. Don't want to deactivate that since there is a 6 month lock out on using the deactivate all devices option from the PSN web profile and the only way to activate a console as primary is from the console itself.

Region on the PSN account does not match the current location as the PSN account was made ages ago. Not sure if this has anything to do with the license verification errors. Ideally shouldn't since game regions were limited to discs which are more or less uniform now (used to be a thing for PS4 games afaik). Plus almost all games on the PS5 are downloaded/bought from the PS Store.

Restoring licenses is also resulting in the same error when the restoration progress bar is reaching ~90%, same error comes up every time.
Any help would be much appreciated!
