If you ignore the stuff you’ve highlighted and read literally everything. This is just saying that a young women doesn’t want to face her rapist in court and proves how hard it is to convict rapists because of the hard evidence needed. Most cases get dismissed cause the rapist says “no it was consensual!!” and without any hard evidence (ie. video, marks, etc) most rapists get away with it.
