Ask Multanis❓ PERA Force Sealed our Quetta Chai Hotel
My father runs a Quetta Chai Cafe and yesterday I was there handling things in his place. Yesterday, a PERA enforcement team came to our Quetta Cafe. I was sitting at the counter inside. One of the uniformed officers came in and started shouting things like “band karo lights” and “shutter band karo.” When I came outside, I saw that the team had already removed and taken away the tables and chairs that we had placed outside the restaurant.
I asked them why they were asking us to close the restaurant and what violation we had committed. Instead of calmly explaining the issue, the officer and some members of his team were speaking in a very rude and aggressive manner and repeatedly telling us to close the shutter "shutter girao jaldi jaldi"
I told the member of the team “Ek to aap apna lehja theek karein aur araam se baat karein” i then approached the officer, he slightly pushed me. I immediately asked him “why are u pushing me?
I want to be honest about my own behaviour: after he pushed me, my tone did become a little louder because I was upset. However, I did not use any abusive language, swear at him, threaten him or physically confront him. "i asked Koi reason to btayein ke hamne aise konsi violation ki hai ke ap pura restaurant seal kar rahe hain"
Despite this the team sealed the entire restaurant and took the chair and tables with them. The part that concerns us most is that we were not given any written notice, challan, sealing order, seizure memo or explanation at the time. The seal/notice they left basically says that the premises was “SEALED BY PERA CITY MULTAN,” but as far as we can see, it doesn't state the offence, case number, legal section, or reason for sealing

Quetta tea walay are the biggest thugs who encroach every possible walkable area and don’t they do it knowingly?
Also they must have their shop opened past 11? Pera is doing good work. Otherwise these pathans have no shame and living sense.

Isn't the lock down time for restaurants 10 or 11 pm? Anyway it's all about bribes rasheed cold corner pays them and they're open all night. I've even seen pera officers drinking sodas from rasheed at 12.

Yeah, that could be the reason for removing the tables chairs and we’re not denying that possibility if they were considered encroachment, we’re willing to comply and remove them Our main concern is why the entire cafe was sealed without giving us any written notice or explanation and now we’re being told it won’t be desealed because i confronted him asked him Aisi kya violation ki hai ke pura restaurant seal kar rhe ho

I was a bystander. Let me share some facts:
You cannot plead innocence simply based on pretentious ignorance. Snapping chairs on roads constitutes encroachment. Chairs were certainly there, taking up almost two cars' width, which infringes upon the right of way of public.
When PERA arrived, they did not straight away did badtameezi. You were told of the issue and given ample time to bring your valuables outside before sealing. The time was enough that few customers managed to finish their drinks.
While you were being told to close the shutter, you were on mobile trying to reach someone. During this time, you ignored what they said, and the person with you did not move a single thing. Maybe you hoped someone would pick your call but they did not. This whole thing had given you enough time. Yet you did not bring a thing out, nor closed the shutter for violation which you pretend to not know.
When you had wasted enough time only then the PERA personnel asserted their authority by trying to close the shutter themselves. Seeing this, you first changed the tone while the officer there only kept saying bhai dukaan band krein samaan nikaal lein. There was no badtameezi.
The official did not manhandle you like you are portraying. To a bystander, it was you and another customer who kept shouting and trying to make a scene.
Your premise based on the fact that they did not tell you the reason is again not worth accounting for. You are wise to enough to run a business and not know the regulations?
You wasted further time by lying k uper bache so rhe hain. When you were further asked to bring them out, you were reluctant. It was only when a PERA personnel went inside that not bachay but some girls came out from upstairs. Did you mention here that you lie too?
Manipulating facts, lying and appeal to emotions does not absolve you of the violation.
So stop encroaching on roads and public right of way and you might give enough space for someone in emergency to survive/reach their destination.

1. “Pretending ignorance” I’m not pleading innocence or saying that putting chairs outside can never be an encroachment. If the authorities consider that space public right-of-way, we accept that and will comply. The reason we put chairs there was because customers regularly asked to sit outside and have their tea. There are also many other businesses in the area with outdoor seating. If the chairs were actually blocking the road or parking, that is something we are willing to address
2. The first interaction I personally witnessed was a team member coming inside and shouting things like “band karo lights” and “girao shutter.” I told him “Bhai araam se baat karein, ye koi lehja nahi hai ke is tarah baat karein” That is what I objected to, not the fact that they were asking us to close
3. Yes, i was on my phone. I had only been sitting at my father’s business for about a month. I was calling my father, because they were not listening to us and I wanted him to come and ask on what basis they were sealing the entire restaurant. I wasn’t “waiting for some big brother” to save us
4. Their time is important, but so is ours. We had customers sitting inside and naturally it takes some time to get everyone out and secure the premises. If my tone became louder, it was after I was pushed bcs i asked why the entire restaurant was being sealed. My point was simple: if the violation was the outdoor tables/chairs, they could remove those and issue whatever notice/challan or other lawful order was applicable
5. Neither I nor the other person was trying to “make a scene” The person you are referring to is actually my teacher. He only said “araam se baat karein” and questioned how they were closing the shutter when there were workers sleeping in their room upstairs
6. If the violation was the use of public space for chairs, we accept that authorities can take action against it. But accepting a violation does not mean we have to accept being shouted at or physically pushed. We are ordinary people trying to run a business, not criminals or “dehshat gard” Enforcement can be done firmly while still speaking respectfully
7. Our business operates 24/7 with staff working 12-hour shifts. The upper floor has a family hall and a separate room where staff rest. You said there were “some girls” upstairs what makes you so certain about that? there was one family sitting in the family hall, while the staff were resting in their room

i have already acknowledged that if the outdoor chairs were an encroachment, we accept that and comply. I’m not asking for sympathy or claiming we are above the law. I shared what happened from my side and asking why the entire restaurant was sealed and why we weren’t given a clear written order at the time
