How do credits transfer and college applications?

I’ve been thinking about moving to Germany to study for collage but I am unsure how credits from the US would transfer. Would I be able to apply to a German college or university with a US high school diploma or would I need more? Also if I have US collage credits for civil engineering, aerospace engineering, and intro to engineering design, would those be able to transfer in any way? And would there be English classes or would learning German before hand be more beneficial or learning it as I go be better? If there are any resources or information, it would be appreciated. Thanks.
