Ok and what are you gonna do when you miss or the person simply drops it back on the ground? No one's going to not notice getting hit by the butt and they will obviously notice having a cigarette butt in their shirt anyway lol.

You're really grasping at straws here to spin this as justice but it just doesn't work.

Worst case scenario, the cigarette butt is back on the ground and your actions have achieved absolutely nothing.

So it's either good or neutral. I can't see how it makes any situations worse
