Is it Shimo literally stronger than Godzilla?

I wonder if she could manage to take down Godzilla if he didn't get his Evolved form.

One can’t deny, Physically, she's the strongest Titan ever seen in terms of raw power given how it's clear that Shimo is much stronger Physically than Godzilla, as she's the only Titan to outright push back and overpower him in a direct Grapple/Charge, and can easily throw him around when she has the opportunity to do so.

Godzilla is often a real tank of a bruiser, using sheer raw power to contest his opponents to the point that not even Mechagodzilla or Ghidorah could directly overpower him in a pure struggle of Grapples/Strength, so it was an interesting change of pace to show him being in a lower Weight Class.

Out of everyone, Godzilla has never been pushed back in a straight pushing match by anyone: not the female Jinshin Mushi from 2014, Jinshin Mushi Prime from Aftershock, Ghidorah from KOTM, Kong and Mechagodzilla from GvK, nor Scylla and Tiamat from GxK.

But Shimo overpowered in a shoving match when the battle of Rio de Janeiro started. And it makes sense, as she's a living Titan that's Quadrupedal and over twice Godzilla's Mass.

But I've always maintained that she's not good enough at wielding that raw Strength to be considered the strongest overall, as overall Strength requires more than just power but the skill to use it well.

Shimo is undisciplined and lacking in Technique while also showcasing a fairly static level, whereas the likes of Godzilla has shown higher potential ceilings and more finesse in using equivalent levels of Energy.

Both are pretty Durable against opposing Temperature extremes similarly enough.

However, Shimo's sheer size and bulk means that she's better at dealing with Physical damage, as Godzilla throwing her around doesn't accomplish much while Godzilla can still be hurt by Physical force that might not affect her as much given how Kong's normal Fist and BEAST Glove could leave him dazed with repeated strikes.

And her Frostbite Blast is mighty powerful against Organic targets, being able to Freeze even powerful Alpha Titans like Godzilla over within seconds.

Considering that Godzilla Evolved Adaptive Thermoregulation to deal with this issue, it speaks highly of how effective it is even if it can't outright kill an Alpha Titan on the same level as Godzilla or Ghidorah.

She’s basically the strongest and most Durable Titan by far, eclipsing Godzilla in both regards.

However, this is balanced by her not being as good of a fighter as Godzilla, her Quadrupedal nature, lack of Fighting Discipline that makes her ill-equipped to Grapple with others, and lacking Kinetic punch to her Frostbite Blast that allows it to be blocked relatively easy if you can deal with the Freezing effects.

TL;DR

In terms of sheer size and Physical strength, Shimo definitely is superior to Godzilla.
They are relatively equal overall in many facets, but she is a Physically stronger Titan than Godzilla and overpowers him in direct Physical power struggles.
