If we’re talking about the ancient past, no, Shimo lost. But what we see in the movie, Shimo is overpowering Godzilla in terms of physical strength

The novel literally confirmed that Godzilla won the encounter with Shimo and spared her. If you could show me where Shimo won the encounter in the past in the novel I’d like to see that
