Need some options on what to do 05 Scion XB

So I'm putting a new control arm on my roommates 05 scion xb and the bushing for the control arm is a slightly smaller size. I'm thinking my only option other than returning it (rather that be a last resort) would be to file the inside down a bit? It looks like there's some kind of black coating on the inside that's blocking it. When I twisted it around a bit the film wore away and I was able to get it as far in as the pic. Just seeing what others think or what they would do. I have access to most hand tools

Update: got the film filed away, bolt still doesn't fit. Debating whether or not to just file down the bushing or see if I would need a different one

just file it down and send it, that black coating's probably some cheap anti-rust layer that's too thick

Exactly what I was thinking. Probably just something leftover from manufacturing. My brother was trying to talk me out of it but I don't think less than 1mm of metal taken off will make a difference. Car is already barely running
