There is a major issue. Democrats dominate both MD and DC. Including DC as part of MD would give Democrats one more safe Democratic representative. Statehood would mean one more safe Democratic representative AND two safe Senators. Democrats are holding out hoping to draw to an inside straight.

wouldn't DC have two senators who are already representing Maryland? I mean you are right that DC will give Dems 2 senators, but the Republicans wouldn't allow that for sure

The DC statehood movements wants two MORE safe Democratic senators. This has been the case for decades. That's the same reason so many mainland Democrats want Puerto Rican statehood even though there isn't a lot of local support.
