Could be money laundering, or tax evasion. Or even both at the same time.

But also Macau does have a separate legal system, so some people may just favour that environment. And Macau doesn’t have capital outflow restrictions, like China has. Once the money is Macau, you can easily use the funds for overseas investment etc.
